The licensing process includes the following stages:

- First quarter of 2025 — Submission of the bill to parliament.
- First quarter of 2026 — Start of applications for operator licenses.
- End of 2026 — End of Veikkaus's monopoly.
- Beginning of 2027 — Start of applications for software provider licenses.
